Question
We try to PXE boot the SYS-121C-TN10R, the PXE client received an IP and is communicating with PXE server.  The screenshot shows the "NBP filename is ipxe.efi", but then it reports NBP filesize is 0 Bytes and failed with
PXE-E23: Client received TFTP error from server.  Any suggestion to resolve the issue?

Try restart tftp service.  
# systemctl restart tftp.socket
