We have a system with motherboard X14DBI-T. I understand that server boards typically have different performance characteristics than consumer-grade systems. However, the graphical user interface (GUI) in Windows 11 is noticeably slow.
For example, a right-click on the desktop takes about half a second to a full second to display the context menu, whereas on a regular Windows 11 system, it is nearly instantaneous. Similar delays occur when clicking on folders and switching between browser tabs.

Yes, you can improve the performance by enabling the processors full potential by setting it to Extreme Performance in Bios, this can be done by going to :
Bios -> Advanced -> CPU Configuration -> Advanced Power Management Configuration -> Power Performance (set to Bios Controls EPB) -> ENERGY_PERF_BIAS-CFG_Mode (set to Extreme Performance)
