 If we don't have IB network enviroment, how do we run the partnerdiag with SYS-822GS-NB3RT?

Please run below command bypass the CX8 device test if no IB switch or network topology support:

           sudo ./partnerdiag --mfg --run_spec=spec_blackwell-hgx-b300-nvl8_partner_cx8dsiabled_mfg.json --run_on_error --no_bmc --skip_tests=ExtThetaBgStart,ExtEyeGradeBgStart,ExtIBStress,ExtEyeGradeBgStop,ExtThetaBgStop,ExtIBconnectivity
